Among the provisions deemed unconstitutional are so-called ‘blocked lists’, whereby party leaders, rather than constituents, pick the candidates to be voted on, with the top names entering parliament according to the percentage of the vote won by a party. “No more parachute candidates, and no more blocked lists,” added Alfano’s tweet.
